Private Label Skincare for the French Market: Compliance & OEM Guide
1. Selling private-label skincare in France
French consumers are among the most ingredient-conscious in Europe. Skincare brands that win in France compete on formulation transparency, gentle textures, and claims that can be substantiated — not on aggressive discounting. Channels include parapharmacies, selective beauty retail, e-commerce and DTC. For an overseas brand owner, partnering with an experienced OEM that already handles EU-bound documentation dramatically lowers the barrier to entry.
2. EU & French compliance you cannot skip
France is part of the European Union single market, so the EU Cosmetics Regulation (EC 1223/2009) applies. Before a product is placed on the French market:
- Cosmetic Products Notification Portal (CPNP / EU gateway): every finished product must be notified before sale.
- Responsible Person (RP): a designated responsible person established in the EU is legally required — this can be your EU entity, a distributor, or a third-party RP service.
- Product Information File (PIF): safety assessment, product description, GMP manufacturing proof and evidence behind your claims.
- GPSR: the General Product Safety Regulation adds traceability and economic-operator obligations.
8OEM provides the technical package (INCI list, COA, stability/packaging compatibility data, GMP certificate) so your RP can assemble the PIF efficiently.
3. French labeling expectations
Labels must be in French and show: nominal net content, period-after-opening (PAO), function, precautions of use, ingredients (INCI), and the RP's name and address. Avoid unsubstantiated efficacy claims — the French market and DGCCRF take claims seriously. Evidence-backed wording such as "helps improve the look of" or "formulated for" is safer than absolute claims.
4. Developing your private-label skincare line with 8OEM
From our Huadu, Guangzhou facility we develop and manufacture private-label skincare under ISO 22716 GMP, drawing on 500+ existing formulas (serums, moisturizers, cleansers, sun care, eye care). Typical process:
- Share your brief: target skin concern, texture, key active ingredients, positioning.
- We propose 1–2 reference formulas and send samples.
- You test and approve; we lock the formula and produce the PIF-ready technical data.
- Bulk production with your packaging and private-label artwork.
Standard MOQ is around 5,000 pcs per SKU.
5. Indicative unit pricing (retail incl. tax × 1.5 logic)
Set your French retail price (VAT included, 20% TVA) and work backward: a healthy private-label structure targets a roughly 1.5× margin chain from ex-works cost to shelf. For example, if your suggested shelf retail for a 30 ml serum is around €XX, your ex-works budget should leave room for packaging, freight, EU duty (~0–6.5%), TVA, RP/notification cost and retail margin. We confirm exact ex-works pricing after you choose formula and packaging.
Q1: Can 8OEM notify products on the CPNP for me?
No — CPNP notification must be submitted by your EU-based Responsible Person. We supply all the technical files the RP needs (INCI, COA, stability, GMP cert). We can recommend RP service providers if you do not have an EU entity.
Q2: What is the MOQ for a French-market skincare brand?
About 5,000 pcs per SKU. For a first capsule range of 3–5 SKUs, total volume keeps tooling and unit cost reasonable. Samples are produced before bulk.
Q3: Do you support clean-beauty / natural formulations popular in France?
Yes. We have formulas positioned as natural-origin, cruelty-free and vegan, and can adjust preservative systems to match EU expectations. Share your clean-beauty checklist and we will align the formula.
