China is the world's second-largest beauty market, and selling there — whether as a domestic brand or an imported line — runs through one gatekeeper: the NMPA (National Medical Products Administration). Every cosmetic product must be either registered or filed before it can be sold. The registrant or filer (注册人/备案人) carries legal responsibility for product safety. For a domestic brand that is usually the brand owner; for an imported product, a domestic responsible person (境内责任人) in China must be designated to accept regulatory obligations. A manufacturer can produce the goods but is not automatically the filer — the brand or its China entity owns the dossier.

3. Contract Manufacturing Still Works

Brands almost always commission production rather than build a factory. The filer (brand) entrusts a licensed manufacturer (like 8OEM) to make the product; the manufacturer supplies the formula, process, and quality documents the filer submits. The brand keeps ownership of the registration/filing while the factory handles execution.
